The representatives of the Community of Latin American and Caribbean States (Celac) arrived over the weekend to participate in a meeting with Venezuelan authorities in order to finalize agreements on science and technology.

During the meetings held this Monday and Tuesday, Celac and Venezuela have discussed in working groups “on food sustainability, communicable and non-communicable diseases, space capacities, as well as mitigation and adaptation to the climate crisis.”

The meeting, as indicated by the local Ministry of Science and Technology in a statement, is a “dialogue space focused on promoting the exchange of knowledge and scientific activity, to agree on solutions to shared problems” among the members of the organization.

During the inauguration of the Celac summit this Monday, the president of Venezuela, Nicolás Maduro, pointed out that the Latin American organization must lead “the construction projects of the continent. It has to be at the forefront of the search for solutions to problems that have arisen as a result of climate change; the diverse affectations that there are for the climate, agriculture, health.”

Venezuela also proposed that issues that are currently discussed on the global stage be addressed, such as “digital transformation and artificial intelligence”, in addition to “science, technology and innovation for social inclusion and the exchange of ancestral knowledge”.

The summit of leaders of the European Union and the Community of Latin American and Caribbean States (CELAC) will be held on July 17 and 18 in Brussels, both blocks have announced in a joint statement.

The announcement has been made official coinciding with the visit to Argentina of the President of the European Council, Charles Michel, where he has participated in a CELAC meeting and has held meetings with the presidents of Colombia, Gustavo Petro, and Brazil, Luiz Inacio Lula da Silva, in addition to the temporary president of CELAC, the president of Saint Vincent and the Grenadines, Ralph Gonsalves.

The July meeting will kick off the Spanish presidency of the EU and will serve to resume contact at the highest level with South America and the Caribbean, a region with which the EU has not held a summit since 2015.

The format and the participants in the meeting remain to be seen, although during a visit to the region last October, the High Representative of the EU for Foreign Policy, Josep Borrell, defended including Venezuela, Nicaragua and Cuba in the future summit. Despite recognizing that relations with some countries in the area are “difficult”. “There are clear differences with some countries and governments, should that lead us not to want to sit down and share a table and tablecloth with them? No, I think that would not help,” he said then.

According to the statement, the summit will focus on strengthening the bi-regional association of the EU and CELAC countries with shared priorities such as digital and green transitions, the fight against climate change and the loss of biodiversity, health, security food, migration, security and governance, in addition to the fight against transnational crime.

The sources consulted have flatly ruled out that Venezuela, Nicaragua and Cuba are present in the videoconference. The EU has sent messages denouncing the democratic drift in these three countries in recent months.

EU boost to the region

This appointment will serve to maintain the momentum of the European bloc to relaunch relations with Latin America, after Borrell traveled to the region for the first time this month since he became High Representative, on a tour that took him to Peru and Brazil.

The head of community diplomacy has set out to put South America back on the EU’s radar, after noting that it is a displaced region on the 27 priority agenda.

Since 2015, there has not been a summit of leaders of the Twenty-seven with their Latin American counterparts and Borrell himself set the goal of organizing this forum in 2021 and, in general, holding more regular meetings with Latin American leaders.
