<p style="text-align: justify;">The agency adopted higher speeds that replace the p<strong>revious parameters of 25 Mbps download and 3 Mbps upload,</strong> as a result of “its annual evaluation of how advanced telecommunications capabilities are being implemented in the country.”</p>
<p style="text-align: justify;">The FCC issued the corresponding report, <strong>pursuant to section 706 of the Telecommunications Act of 1996,</strong> referring to the increase in upload and download speeds, which “represents <strong>a four-fold increase in speeds</strong> with respect to the 25/3 Mbps benchmark established by the Commission in 2015.”</p>
<p style="text-align: justify;">The decision was made to conform to <strong>&#8220;standards now used in multiple federal and state programs</strong> (such as the NTIA BEAD program and multiple USF programs),<strong> consumer usage</strong> patterns, and what is actually <strong>available and marketed by Internet service providers.&#8221;</strong></p>
<p style="text-align: justify;">It seems that progress has not yet reached rural areas, tribal lands and other hard-to-reach places. According to the FCC report, “as of December 2022, fixed terrestrial broadband service (excluding satellite) has not been physically deployed to approximately<strong> 24 million Americans, including nearly 28 % of those living in areas rural and more than 23% of people living on tribal lands.”</strong></p>
<p style="text-align: justify;">Regarding <strong>5G-NR mobile coverage,</strong> it was indicated that it has not been physically implemented at minimum speeds of 35/3 Mbps for 9 % of the general population, 36 % of rural communities and more than 20 % of people living on tribal lands.</p>

<p style="text-align: justify;">&#8220;Access to accurate and easy-to-understand information about broadband Internet services helps consumers <strong>make informed decisions</strong> and is essential to a well-functioning market that <strong>fosters competition, innovation</strong>, low prices and high quality service,&#8221; explained the US agency.</p>
<p style="text-align: justify;">The <a href="https://www.fcc.gov/" target="_blank" rel="noopener">FCC&#8217;s proposal</a> is based on optional labels that had already been previously approved in 2016, a <strong>rule</strong> that the institution will turn into a regulation after a year of public tests to inform operators.</p>
<p style="text-align: justify;">The FCC has begun collecting comments from <strong>consumers</strong> to assess whether the new labels can help them in the process of <strong>purchasing broadband Internet service</strong> or whether they should be updated in format and displayed in certain locations.</p>

<p style="text-align: justify;">&#8220;This project represents a great step forward in equal access to the <strong>Internet between regions,</strong> which will improve people&#8217;s lives since it would allow more users to connect to world flows of information, <strong>communication</strong> and <strong>services,&#8221;</strong> explained <strong>Abel Avellan,</strong> President and CEO of <a href="https://ast-science.com/" target="_blank" rel="noopener">AST SpaceMobile</a>.</p>
<p style="text-align: justify;">They also assured that this <strong>new platform</strong> will allow &#8220;millions of people in Latin America to access <strong>high-speed services,</strong> in areas where this was not seen before.&#8221;</p>
<p style="text-align: justify;">The project constitutes a challenge for Latin America, where according to the <strong>Economic Commission for Latin America and the Caribbean (ECLAC)</strong>, 33 % of its inhabitants lack an Internet connection, at a time when connectivity is key, even more so with the<strong> distance education and teleworking</strong> to prevent the spread of COVID-19 disease.</p>
