It also includes provisions to eliminate the granting of future licenses “as a prerequisite for the approval of an existing project on the maritime border between the Netherlands and Germany, off the island of Borkum.”

It is important to note that the gas extraction project, managed by the Dutch company One Dyas, spans both countries. This means that the authorities of both nations would have had to issue permits.

Officials have made it clear that sand and gravel extraction would still be permitted under the Ministry of Environment’s draft bill.

With the approval of this proposal, the category of “fungible digital assets” would be introduced into the regulations already under discussion. This category encompasses blockchain-based crypto assets that allow direct transfers between users without intermediaries. This definition excludes stablecoins, NFTs, and tokens of a speculative or humorous nature.

Key aspects of the bill include mandatory registration for cryptocurrency brokers, exchanges, and custodians; regulations against market manipulation, protection of client funds, and cybersecurity protocols; the appointment of a compliance officer responsible for fraud prevention; and exceptions for software developers and self-custody wallets.

If approved, the new law will establish an 18-month period for the CFTC to draft the final regulations, as well as a transition period for platforms to adapt.

According to local media outlet MoneyToday on Monday, August 18, “the Financial Services Commission (FSC) will unveil the bill as part of the second phase of the country’s Virtual Asset User Protection Act.”

In this regard, Representative Park Min-kyu of the Democratic Party of Korea (DPK) noted that the FSC issued a report “on the policy direction for stablecoins” and the government bill is expected to be submitted to the National Assembly in October.

This legal instrument should establish “the requirements for issuance, collateral management, and internal control systems for stablecoins.”

The Asian country is also seeking to reduce dependence on dollar-pegged stablecoins by issuing a won-backed stablecoin. The idea has been in the works since 2023. Recently, “several lawmakers have since submitted related proposals, including the Digital Asset Basic Law by Representative Min Byung-deok of the Democratic Party, the Act on the Issuance and Circulation of Stable Value Digital Assets by Representative Ahn Do-gul of the Planning and Finance Committee, and the Payment Innovation Act Using Value-Pegged Digital Assets by Representative Kim Eun-hye of the People’s Power Party.”

The text of the bill, released last Wednesday, was approved by the Constitution and Justice Committee, which will submit it to the full Senate. If approved, it will be sent to the Chamber of Deputies for final discussion.

“According to the proposal, in the case of the Presidency, the end of reelection would begin to apply starting with the 2030 elections, so the president elected that year would no longer be able to seek another consecutive term.”

Regarding the extension of the presidential, gubernatorial, and mayoral terms to five years, the measure would take effect in 2034. Thus, those elected to these positions would take office in 2035 and serve until 2040, with no immediate reelection possible.

Amid the war in Ukraine, the country is heading towards the early legalization of Bitcoin, according to the chairman of the Committee on Finance, Taxes and Customs Policy of Ukraine, Danylo Hetmantsev.

Ukraine would be one of the first countries to adopt a comprehensive legal framework for cryptocurrencies, whose bill is in the final stage of drafting and could be approved by mid-year.

Hetmantsev confirmed the information and stressed that “the legalization of cryptocurrencies is a priority for the Ukrainian government, which seeks to attract foreign investment and strengthen its economy amid geopolitical challenges.”

In this regard, the country is preparing a tax system similar to that of other investment assets to ensure tax equity and avoid distortions in the market. “A transition period is being considered for those investors who cannot document the acquisition of their digital assets, facilitating their incorporation into the new legal framework.”

On the other hand, the government rules out “tax benefits or special incentives for companies and individuals operating with cryptocurrencies,” since, according to international experts, this could translate into a disproportionate tax burden for traditional industries.

Currently, the National Securities and Exchange Commission is the entity designated to supervise the cryptocurrency market. However, it does not have the necessary institutional capacity. Therefore, the government is studying the possibility that the National Bank of Ukraine will temporarily take on this responsibility, “guaranteeing effective supervision and the protection of investors.”

Necessary measures will be taken to prevent crimes such as money laundering and other illegal activities, promoting an investment-friendly environment.

California Attorney General Rob Bonta has introduced a bill to require social media to post warning labels about health problems for minors resulting from prolonged browsing.

Attorney General Bonta’s bill, known as AB 56, is supported by Assemblywoman Rebecca Bauer-Kahan. Costa Rica will propose a bill that restricts the use of cryptocurrency in daily transactions and Paraguay is in favor of eliminating the mining of this digital currency, since the high consumption of electrical energy affects the service to the population.

Bitcoin at risk in Costa Rica

In the case of Costa Rica, according to Cointelegraph, representative Johana Obando Bonilla has highlighted the introduction two years ago in the National Assembly of a comprehensive bill to legitimize the use of cryptocurrencies in the country.

Recently, discussions have advanced about limiting the ability of Costa Ricans to freely use cryptocurrency as a means of payment for daily transactions.

The controls would be focused on aspects such as “the integration of standard know-your-customer (KYC) and anti-money laundering (AML) controls by companies in the sector.”

Although Congresswoman Obando has emphasized the need for a legal framework that provides security and prevents money laundering, she has also warned that the new regulation could encourage the emergence of a clandestine market.

The Central American country seeks to establish the rules “for the exercise of activities related to the new class of assets”, as well as the “guidelines for the use and taxation of mining, marketing, custody, payments and other activities with digital currencies.”

Paraguay wants to limit bitcoin mining

According to Hashlabs Mining co-founder and chief mining strategist Jaran Mellerud, “banning bitcoin mining could cost Paraguay more than $200 million a year, assuming the country has 500 megawatts of legal miners paying $0.05 per kilowatt-hour in operating expenses.”

Regarding electricity consumption, it is alleged that the Itaipú dam is the favorite place for mining, “since it supplies all of Paraguay’s local electricity needs and leaves a large surplus that can be used.”

In fact, the surplus produced by the dam “has been exported to Brazil at low prices. However, Mellerud noted that a wave of bitcoin miners has flocked to such electricity, paying slightly higher prices in recent months.

The legislators argue that since February, they have counted 50 electricity supply interruptions related to the illegal exploitation of these sources of electricity for BTC mining. On the subject, the National Electricity Administration of Paraguay “estimates that each cryptocurrency mining operation has caused damage and losses of up to USD 94,900 and that the total annual losses in the Alto Paraná area – where the Itaipú power plant is located – could amount to USD 60 million.”
