Although cryptocurrency adoption in Venezuela has declined in the last year, it continues to grow thanks to the opening of the national banking system to the purchase and sale of these assets, consolidating its position as the key channel for this sector.

This was reported on Wednesday, February 11, by Aníbal Garrido, director of the Blockchain, Trading, and Crypto (BT&C) Academy at Andrés Bello Catholic University.

The specialist indicated that “despite the recent foreign currency injections by the Central Bank of Venezuela (BCV) to stabilize the exchange rate, digital currencies maintain a strong presence in the economy.”

Regarding the role of banks before cryptocurrencies, he stated: “The banking sector is a crucial ally. It acts as a ‘railway’ or gateway for cash-in and cash-out transactions. Although banking institutions cannot perform direct exchanges, they allow exchange houses to carry out instant transactions.”

Garrido noted that in Venezuela, the trading of digital assets has a clear legal framework, recalling that the National Superintendency of Cryptoassets and Related Activities (Sunacrip in Spanish) has been the entity responsible for regulating the sector since 2023. “The legality of using cryptocurrencies is established in the 2019 Constituent Decree, and BA VEN-NIF 12 regulates the accounting records of digital assets,” he added.

Venezuela could soon have a chatbot that integrates artificial intelligence to detect cases of depression and anxiety, thanks to the work of a group of researchers from the Center for Humanistic Research and Training (CIFH) at the Andrés Bello Catholic University in Venezuela (UCAB).

Recently, Professor Gustavo La Fontaine, professor, psychologist, and researcher at CIFH, indicated that work on the development of this chatbot has resumed, having been suspended due to budgetary issues.

He also highlighted the project’s objective: “to work with two artificial intelligence models. One, a chatbot. The other, a prediction model. The chatbot then engages in a conversation with the user and, in that process, begins collecting information. When it gathers enough information, it is sent to the second model, our prediction model, which will perform an assessment and try to determine if there are indicators of depression or anxiety in that language.”

Chatbot would be ready in the second quarter of 2026

According to the academic, if the chatbot detects a risk, “it will offer the user information to seek psychological help, mentioning resources such as the College of Psychologists in Ireland or the Federation of Psychologists of Venezuela.”

Regarding the status of this innovation, La Fontaine emphasized that it is in a preparation phase; that is, a robust database is being built for training the model with the support of AI.

The team of five specialists has worked on training models based on social media input “to predict emotions in speech with a good level of accuracy. The model recognizes five basic emotions: joy, anger, sadness, surprise, fear, and disgust.”

They estimate that the first demo of the chatbot will be ready by the second quarter of 2026, presenting a model that can run on basic computers, reducing processing costs, and becoming a tool on platforms of public interest “such as the website of the Venezuelan Federation of Psychologists or Psicodata of the UCAB.”

The Emergency Medical Aid Provider Diploma, taught and designed by the Venemergencia Foundation in partnership with the Andrés Bello Catholic University and the International Center for Professional Development (CIAP), graduated its first cohort of healthcare professionals with certified first aid training. different types of medical emergencies and urgencies. More than 250 people have already been trained in this program, which has had 12 previous editions in partnership with Simón Bolívar University. With this cohort, twelve more people join the group, thanks to the institutional partnership between Venemergencia and UCAB.

This Diploma for the Training of Emergency Medical Assistance Providers (PAME) was the first major project of the Venemergencia Foundation with a curriculum that, combining the best of American and European experience, allows paramedics to certify their knowledge, often empirical, in addition to ensuring the excellence of their performance and allowing them to opt for better career options and an improvement in their quality of life.

In partnership and collaboration with UCAB’s CIAP (Center for Advanced Medical Training and Training), PAME is being expanded, developed, and strengthened as the only diploma in prehospital health created and implemented by a private institution and, as of 2025, is endorsed by the National Academy of Medicine. PAME has become an educational benchmark, with students including doctors, nurses, paramedics, firefighters, nutritionists, and students from these and other healthcare disciplines.

The event was chaired by Dr. Andrés Simón González – Silén, founder and Executive Director of Venemergencia, and Dr. Luis Enrique Velásquez, also founder and Director of Operations at Venemergencia, along with two representatives from CIAP: Luisa Azuaje, Academic Design Coordinator, and Yohana Mata, Faculty Support Coordinator.

Bancamiga and the Andrés Bello Catholic University (UCAB) signed a framework agreement for an inter-institutional strategic alliance to carry out actions and activities of common interest in different areas, aimed at promoting academic, business and social development. 

The agreement was signed by the president of the Board of Directors of Bancamiga, Carmelo De Grazia and the rector of the UCAB, Arturo Peraza, during an event that took place in the university’s rectorate.

The agreement establishes the lines of collaboration between both institutions for the next five years, to carry out training activities and research projects, facilitate the exchange of enrolled students, academic research and service personnel, as well as promote joint publications.

The president of the Board of Directors of Bancamiga, Carmelo De Grazia, expressed his satisfaction at returning to his alma mater and contributing to the strengthening of the university: “We are going to make important efforts to continue supporting the university, fulfilling the objective of this framework agreement with various activities that we have been discussing.”

“The vision of investment in the country that Bancamiga is having, realizing that the training of human talent is the best way to invest in the country’s solution,” celebrated the rector Arturo Peraza.

Technological support and linkage

The agreement formalized several months of work between the two institutions and provided that after the signing, Bancamiga will deliver an IBM server, Model Power7, with 8 cores, which will be used for student training.

The executive president of IBM Venezuela, Germán Pacheco, was at the event, where he expressed that the “contribution that Bancamiga is making to the development of the country is fundamental” so that the university students have an education for work.

The server will allow students to be linked to the technology developed by IBM, known as System i, which represents more than 90% of the equipment used to support financial institutions.

In this way, young people will be prepared in the short and medium term for the world of work with the necessary skills, explained Roberto Parra, director of Technology and Organizational Management at Bancamiga.

Likewise, Bancamiga will sponsor the eighth Feria del Libro del Oeste de Caracas (FLOC) 2023, which will be held during the last week of November, on the Montalbán campus, where thousands of visitors are expected to attend the literary event.

“Bancamiga is supporting us to open culture to members of the university community, to the citizens of the Capital District who sometimes have few opportunities in this direction,” remarked rector Arturo Peraza.

Joint promotion of entrepreneurship

At the event, the alliance with the Centro de Emprendimiento de la UCAB was also announced for the edition of a manual with key information for Venezuelan entrepreneurs, as part of the training programs for the development of small and medium-sized entrepreneurs carried out by the financial institution.

“This manual will be the first publication of the Bancamiga editorial fund, which we hope to launch in 2024 with the academic support of the UCAB,” announced Milagro González, Director of Social Responsibility.
