<p style="text-align: justify;">According to the document, airlines and shipping companies must deposit the corresponding amounts for<strong> JET A1, MGO, and IFO 380 fuel into the escrow account. This fuel is used by aviation (JET A1) and shipping companies (MGO and IFO 380).</strong></p>

Specifically, the companies will be obliged to respect the rights of Viva Air users who saw their flights cancelled, and they will be asked for a commitment to refund the tickets to the passengers and that those who have reservations pending execution are allowed to fly.</p>
<p style="text-align: justify;">On the other hand, the approval is conditional on the maintenance of Viva Air&#8217;s &#8220;low cost&#8221; scheme, as an option that materializes alternatives for users of the <strong>air transport service,</strong> especially on those routes served only by this airline. In this line, the Aeronautics requested that an effective rate ceiling be maintained on those routes where the integrated entity remains with 100 % participation.</p>
<p style="text-align: justify;">With regard to the slots, their return was requested, with the aim of <strong>guaranteeing competition conditions</strong> through efficient use of the infrastructure of <strong>El Dorado Airport</strong> (the main one in Colombia, located in Bogotá).</p>
<p style="text-align: justify;">Likewise, the resulting entity will have to return the frequency of the <strong>Bogota-Buenos Aires</strong> routes, which is &#8220;particularly impacted.&#8221; The objective is to have the least possible effect on the supply of tickets and to open up the possibility of entry to new competitors.</p>

<p style="text-align: justify;">This is a security measure implemented by companies to avoid interference with any other electrical or telecommunications system on the plane, which, if it exists, could cause a plane crash.</p>
<p style="text-align: justify;">On the rest of the flight, it is possible to use a <strong>paid Wi-Fi network</strong> on some airlines (including <strong>Iberia</strong> or <strong>Air Europa)</strong> when the plane has already exceeded a certain height, and is off both the takeoff and landing runways.</p>
<p style="text-align: justify;">As indicated by the Commission, since 2008 it reserves certain frequencies for mobile communications on aircraft, a decision on <strong>on-board communications</strong> that has recently been updated with the widespread deployment of 5G services.</p>
<p style="text-align: justify;">Now the EU announced that all passengers on <strong>board flights</strong> in the region will be able to both keep their electronic devices turned on and their mobile data activated, in order to use 5G networks.</p>
<p style="text-align: justify;">In this way, passengers will be able to access connectivity &#8220;to the maximum of its capacity and characteristics, as with a <strong>5G mobile network</strong> on land.&#8221;</p>
<p style="text-align: justify;">It should be noted that the European Commission also introduced novelties for road transport, where Wi-Fi with<strong> 5 GHz frequency bands</strong> can be implemented in cars, buses and other means of transport. This will become effective on<strong> June 30, 2023</strong> &#8220;at the latest&#8221;, according to the institution.</p>

But with the gradual opening of the <strong>airspace,</strong> talks with official bodies have been activated.</p>
<p style="text-align: justify;">Figuera recalled that some countries have &#8220;legal or diplomatic&#8221; impediments to reestablish their routes with Venezuela. “The only countries in which local or Venezuelan airlines cannot operate are Colombia, the Netherlands Antilles and the United States,” he pointed out.</p>
<p style="text-align: justify;">For the lawyer specialized in aeronautical law, Rodolfo Ruiz, he considers the interest of <strong>international airlines</strong> to return to the <strong>Venezuelan market</strong> very positive because it is a sign of economic recovery and relaxation of the sanctions imposed on the country by the United States.</p>
<h2 style="text-align: justify;">Renaissance of air transport sector</h2>
<p style="text-align: justify;">Lawyer Ruíz explains that Venezuela is experiencing a renaissance in all its economic sectors and in particular in the air transport or aviation sector, and in his opinion it is a good time to look towards Venezuela.</p>
<p style="text-align: justify;">“There is a kind of <strong>awakening in aviation</strong>. As part of the aeronautical industry in my country in the legal field, I can say with great responsibility that it is a good time to start looking in Venezuela”, said the lawyer.</p>
<p style="text-align: justify;">The first international airline to return to the country was the Portuguese TAP Air Portugal, with a flight from Lisbon and with 200 passengers on board, it arrived at the Maiquetía International Airport in Caracas on April 21.</p>
<p style="text-align: justify;">While the <strong>Brazilian company Gol</strong> met on May 3 with the INAC authorities in order to carry out the &#8220;strategic plans&#8221; that allow the Brazilian company to resume its commercial activities in the country.</p>
