Legislative.

The president of the Venezuelan Agricultural Society (SVIAA), Saúl Elías López, indicated that the current regulations, enacted in 2001 and amended several times, “no longer meet the current needs of the Venezuelan countryside nor the demands of investors.”

The union leader believes that the Land Tenure Law (LTDA), which regulates land ownership based on criteria of social function and collective well-being, under the direction of the National Land Institute (INTI), “must be thoroughly reviewed to offer guarantees that will attract capital and reactivate production.”

An evaluation and reform of the law will lead to greater confidence and legal certainty for agricultural producers, as well as guarantee respect for private property.

López insisted that “Venezuela needs to generate confidence, to project the image of a safe country for national and foreign investment.”

These Latin American nations could take advantage of the trade war to emerge as new agricultural suppliers. Brazil, Argentina, Paraguay, and Uruguay “can benefit from the current tensions between economic powers by positioning themselves as alternative grain suppliers to the U.S. for major importers like China,” according to Máximo Torero, chief economist of the Food and Agriculture Organization of the United Nations, in an interview with Bloomberg Television last Tuesday.

According to the official, the region is experiencing a two-pronged situation: while on the one hand, “prices for basic commodities like wheat, corn, and soybeans remain stable, retail food prices are high due to the inflationary impact of other input costs like energy and transportation.”

The ministers of both ministries, José Salardi and Ángel Manero, were responsible for presenting the irrigation proposals, as well as the incorporation of one million hectares into the agricultural sector, to be awarded in July 2026, to boost production.

Manero explained that approximately seven projects are expected to be awarded this year, while the remaining 12 will be delivered before July 28 of next year. Salardi specified that 85% of the investment promotion for the 22 projects will be carried out through the Public-Private Partnership (PPP) mechanism.

According to the participants in this meeting, the projects are aimed at benefiting agricultural producers in 14 regions. “Among the projects to be awarded are the Marañón Transfer (350,000 hectares), Pampas Verdes (200,000), Poechos (100,000), Chavimochic III (63,000), Chinecas (70,000), Poechos (100,000), and others. In addition, irrigation improvements are expected on more than 278,871 hectares.”

Salardi stated that the goal of these initiatives is to double “agricultural exports, considering that sales of $13 billion are expected this year” and double shipments to “more than $31 billion by 2040.”

Growth in the export of goods from January to October was 14.5 %. This represents $ 60,168 million, thanks to “the greater volume exported (6.4 %) and the best prices (7.9 %), highlighting the growth in exports in the fishing (26.6 %), agricultural (23.3 %) and metal mining (15 %) sectors.”

The Minister of Foreign Trade and Tourism, Desilú León Chempén, has pointed out that Peru has far exceeded $73 billion in shipments and added that “this achievement is not only a sign of the hard work of the private sector, but of the actions promoted by Mincetur to provide companies with tools that strengthen them, as well as the effective commercial promotion strategy and, in this way, continue to open new markets for products.”

Exports by sector are: in the agricultural sector $9,667 million with products such as cocoa (296 %), coffee (60.8%) and fruit: blueberry (49.2 %), avocado (29.4 %), mandarin (26.7 %), and lemon/derivatives (41.7 %). The export of natural colorants (19.7 %) and rice (89 %) also increased.

In the fishing sector, which exported $3.302 million, anchovy derivatives were at the top, such as oil and flour (104 %), scallops (80.3 %) and frozen/canned fish (45.6 %).

In textiles and clothing, with $1.346 million (1.1 %), thanks to the higher export volumes (8.3 %), the items that stood out were clothing (2 %), fabrics (10.3 %) and fibers (0.1 %).

Iron and steel exports, which recorded sales of $1.492 million, showed an increase in the sale of refined copper wire (36.3 %), copper sheets (93.6 %), silver bars (83.2 %), scrap (102.3 %), and metal structures (38 %).

The monthly index of economic activity, used to anticipate the trend of the Gross Domestic Product (GDP), indicated a growth of 1.1 % compared to the same month last year, according to seasonally adjusted data.

When analyzing the quarters, the largest Latin American economy recorded a decrease of 0.64 % between July and September compared to the previous three months.

Although the Central Bank increased its growth forecast for this year from 2 % to 2.9 % in September, attributing this adjustment to the solid performance of the agricultural sector, it warned that economic activity will weaken in the coming quarters. The projection now points to 1.8 % growth by 2024.

Although the federal government remains more optimistic, expecting economic growth above 3 % this year, especially after surprising growth in the second quarter, the long-term outlook suggests economic challenges on the horizon.
