During the recent International Telecommunications Fair (Fitelven 2025), which concluded on Sunday, September 21, the Venezuelan government unveiled its National Telecommunications Plan 2025–2031, which is already being implemented, including the massive deployment of fiber optics and connectivity in remote areas, the expansion of the 4G network, and the promotion of smart cities, among other objectives.

The Director General of the National Telecommunications Commission (Conatel), Jorge Eliéser Márquez, was in charge of announcing the ambitious telecommunications plan, which also aims to improve service quality throughout the country, as well as “foster competition and adopt emerging technologies.”

According to the announcement, the plan comprises four strategic pillars that aim for a sustainable and participatory digital transformation:

1. Wired Infrastructure: Massive deployment of fiber optics (FTTH), connectivity in remote areas, and transition to the IPv6 protocol.
2. Wireless Infrastructure: Expansion of the 4G network along main roads and preparation for 5G deployment.
3. Sustainable Digital Transformation: Promotion of smart cities, applied AI, and environmental management of e-waste.
4. Citizen Organization and Participation: Strengthening the direct link between government and citizens.

Specific, immediate goals were defined, among which the most significant was “eliminating internet access gaps — areas without internet access — reducing them from 23 to zero before the end of the year.”  Additionally, the first phase of the National Internet Exchange Point (IXP) was activated, improving the efficiency of the local network.

During his presentation, Márquez presented figures demonstrating a significant upturn in the telecommunications sector in the South American country, citing a 343 % growth in fiber optic transport networks, 234 % in access networks, 288 % growth in FTTH (fiber to the home) deployments, and a 92.2 % increase in 4G users.

The CONATEL director emphasized that these advances are the result of private investment and public policies. He congratulated the sector, stating: “We have managed to connect families and communities throughout the entire country.”
