Japan will open its doors to more than 1.23 million foreign workers by fiscal year 2028, although the maximum stay for these workers will be five years.

The measure falls under the framework of specific residency and skills development programs for skilled workers, which aim to address labor shortages in 19 strategic sectors, including new areas such as recycling, logistics, and the supply of medical textiles.

These positions are divided between the current “specific skills” system and a new professional development program that will begin in 2027.

The quotas were set after analyzing the local staffing shortage and the country’s productivity projections.
