Cuba legalizes the creation of private landline and wireless data networks

The Caribbean nation is entering the world of digital communication with new measures that will come into force as of July 29 and include authorization for the importation of modems

This Wednesday it was announced that Cuba authorized the creation of wired or wireless private data transmission networks, which until now were prohibited in the territory. The measure will come into effect as of July 29 and includes the import of modems.

With this measure collected in the Ministry of Communications (Mincom) in the corresponding resolutions and Official Gazette, it is clear that the Cuban authorities seek to give legal status to the interconnections that have been made in the country in recent years without permission.

The goal is “to order private data networks and high-speed wireless systems at the 2.4 Ghz and 5 Ghz frequencies,” said Wilfredo Lopez, director of regulations at Mincom.

During the last two years, Cuba has undergone a rapid development of its computerization system that has allowed a significant advance with the arrival of Internet to homes as well as the enabling of 3G service in mobile telephony.

The authorities have reported that private data networks operating outside the law will have a period of two months to regularize their situation when they enter into force the new rules that will allow natural and legal persons to create data networks.

Mincom spokesmen affirm that what they seek is “to contribute to the computerization of society, the welfare of citizens, the sovereignty of the country and the prevention against harmful effects of non-ionizing radiation.”

The Cuban government will grant the corresponding licenses for the operation of external data networks for private individuals. Those interested will be allowed to use them in the band frequencies from 2400 MHz to 2483.5 MHz, and from the band of 5725 MHz to 5850 MHz.

As indicated at the beginning, Cuba also announced that it has authorized imports of wireless data transmission equipment. The publication of the list of approved devices in which these equipment should be included is still pending. Likewise, it will be necessary to have an import license granted by the Mincom. The facility in the process is that it will be possible to do it via Internet from inside or outside of Cuba.
