The Code of Ethics for the Responsible Development and Application of Artificial Intelligence in Venezuela seeks to position the country as a leader in the region in this field
Venezuela announced the implementation of the new Code of Ethics for the Responsible Development and Application of Artificial Intelligence.
The instrument seeks to “guarantee that its development and application are carried out in a responsible, transparent manner, centered on human values.”
Among the principles of this new code are:
- Humanistic artificial intelligence
- Equity, equality, and non-discrimination
- Environmental responsibility
- Security and privacy
- Transparency
- Accountability
- Open science
- Excellence
“These guidelines aim to ensure that technology is applied ethically at every stage, from conception and development to final use, guaranteeing equitable benefits for society and respect for human rights.”

Positioning Venezuela as a regional leader
Establishing clear regulations for the development and application of AI in Venezuela not only “seeks to protect national sovereignty and social welfare”; it also aims to position the country as a regional leader in this field.
Internally, the Code is complemented by the regulations expressed in “the Constitution of the Bolivarian Republic of Venezuela, the Organic Law of Science, Technology, and Innovation, and the Law of E-Government, consolidating a solid legal ecosystem for the regulation of emerging technologies.”
Globally, Venezuela adheres to the guidelines promoted by organizations such as UNESCO, the European Commission, and the OECD, remaining aligned with international best practices in technology ethics.
